First, download the latest version of anti-phishing software from ICBC website, click "Add/Remove programs" to confirm if the software is successfully installed. Then open "IE - Tool - Manage Add-ons", check if "ICBC Anti-phishing class" has been loaded and in "Enable" state. If not loaded or enabled normally, check if the software has been interrupted by any program in your computer.
